License Transfer during System Upgrade?

The Question is:

 
OpenVMS licence tranfer
 
Actual system: VAX4000 modhle 705A  VMS with traditionnal unlimited users
 (licence QL-XULA2-AA)
 
I want to transfer the unlimited users licence to a new ES40 that will be
 running OpenVMS
How do I do that ???
