The Question is:
I have two machines virtually identical. FTPD works fine on one, but fail on
the other. Both run 6.2 1H2.

The Answer is :
Check the DCLTABLES image on the target system -- ensure that the
DCLTABLES image exists, that it is correctly installed, and that
it is not protected against access.
$ HELP/MESSAGE CLITBLFAIL
CLITBLFAIL, error activating command interpreter tables 'table-name'
Facility: LOGIN, Login Procedure
Explanation: LOGIN cannot access the specified command language interpreter
tables.
User Action: Determine whether the specified tables exist and, if they do,
make sure they are not protected against system read access.
