No ANALYZE/ERROR on recent OpenVMS?

The Question is:

 
When I enter ANAL/ERROR/SUMMARY I get
 
%ERF-I-LOADER, error loading image, SYS$SYSTEM:ERFSUMM.EXE
 
I also get this on my 7.2-1 system.
 
Since the /SUMMARY function and the associated program do not
exist, can you update the CLD definition to remove the /SUMMARY
qualifier, so I would simply see:
 
%DCL-W-IVQUAL, unrecognized qualifier ....  \SUMMARY\
 
I have been told this same 'issue' exists in 7.3 ..... do I not
understand something, or should the CLD have /SUMMARY
removed ??
