The Answer is :
If you wish to connect to an IP network via dial-up, please see
the various existing discussions of modems here in Ask The Wizard,
and please contact your local ISP for the connection requirements
particular to each ISP. Protocols such as PPP and SLIP are common,
though OpenVMS does NOT support RAS authentication.
Seriously consider acquiring and using a network-based widget
that provides a dedicated firewall and a dedicated IP router
and a dedicated dial-up -- various of these widgets are
available. With this widget, you have less security exposure,
and -- since the widget is an IP router on a local network LAN
-- an easier configuration. (Even with the widget, you will
still require an ISP or a connection to a local host that can
then provide you with Internet connectivity.)
