Setting up reverse telnet? (FAQ)

The Question is:

 
 
I use a DECserver Port to communicate with a Serial Device using a LTA Device
 (LAT).
 
How can i do the same with TCP/IP (5.0 or 5.1)?
 
May i create a BG Device to connect to a TELNET Listener on the DECserver so i
 can use a normal BASIC open on that BG Device to communicate ?
