DECnet-Plus over IP (PWIP) and PHONE?

The Question is:

 
I am trying to use the PHONE utility to establish a conversation between two
 VAX systems running OpenVMS-7.2-1 and DECNET-Plus.  The two machines are
 connected through the Internet.  I can successfully use "PHONE DIR
 the.host.dom::" to list the users on t
he remote machine, but when trying to use "PHONE the.host.dom::use" I get the
 message "Invalid specification of node or person.  Try again.".
 
Is additional setup required to make PHONE work through DECNET-over-IP links?

  Please contact the Compaq Customer Support Center for assistance here, as
  details of the local OpenVMS Alpha V7.2-1 network configuration and of the
