Explicit Specification of SYSDEVCTL Required?

The Question is:

 
I have created sysdevctl.tlb and added a module for blank page supression. I
 have stopped and started the que.Do I need to specify
 /library=sys$library:sysdevctl.tlb in the que setup if I am using the default
 library?
