Problems with DECwindows application?

Got the following error after running
RUN SYS$SYSTEM:DECW$SESSION.EXE

%DCL-W-ACTIMAGE, error activating image DECW$TRANSPORT_COMMON
-CLI-E-IMGNAME, image file NITRO$DRA0:[SYS0.SYSCOMMON.][SYSLIB]DECW$TRANSPORT_CO
MMON.EXE;1
-SYSTEM-F-PROTINSTALL, protected images must be installed
 
What to do??
 
 

The Answer is :

 
  Please acquire and skim the installation and product startup
  configuration directions for the DECwindows package.  In this
  case, the OpenVMS Wizard would first particularly ensure that
  the DECW$STARTUP procedure was invoked, and that an invocation
  of this startup procedure existed in the site-specific system
  startup procedure SYSTARTUP_VMS.COM.
