Troubleshooting TCP/IP Services bootp server?

The Question is:

 
why is the tcpip service bootp not being enabled on boot time even though it is
 in the config to enable the service
 


The Answer is :

 
  The OpenVMS Wizard will assume TCP/IP Services V5.0A with ECO,
  or later, is in use here.
 
  Please enable bootp via the TCP/IP Services TCPIP$CONFIG tool, and
  please review the bootp and TFTP chapter in the TCP/IP Services
  management manual.
 
  Troubleshooting information for bootp is available in the appendix
  of the TCP/IP Services management manual.
