The Answer is :
The terminology you use -- particularly an installation folder -- is
not terminology typical of OpenVMS. The startup files used are the
startup database (managed by the SYSMAN utility) and the site-specific
system startup command procedure SYSTARTUP_V*.COM file SYSTARTUP_VMS.COM
on V6.0 and later, SYSTARTUP_V5.COM on older releases). A template
file SYSTARTUP_V*.TEMPLATE is also provided, and this template file
is updated as new OpenVMS releases are shipped.

configuring, managing and performing typical OpenVMS startup and
