Creating Print Queue, Device Control Library?

The Question is:

 
Could you PLEASE point me to a document or instructions that illustrate how to
 create a print queue and create the necessary file such as .tlb and .dat.
 Also how to specify forms settings so the print jobs are formatted to specific
 style.  Any help is gr
eatly appreciated.

  libraries is included in the System Manager's Documentation, as
  well as IP-related discussions in topic (1020) and other topics
  referenced in (1020).
 
  Your decade-old OpenVMS VAX version has been considered unsupported
