Cause of shadowset disk volume merge?

The Question is:

 
We have a 3 node Cluster running on Alpha 8400's
 
can you tell me exactly what causes the Disk's to Merge on startup
 
we use shadowsets with RZ28's,29's,40's

The Answer is :

 
  The usual cause of a shadowset merge on reboot -- and this is by
  no means a certainty -- is a failure to close all files on volume
  dismount.  There can be various causes of this, of course.
 
  The OpenVMS Wizard would strongly encourage am upgrade to OpenVMS
  Alpha V7.1-2 or later, and would also encourage applying available
  mandatory ECO kits.  (There was a fix made to shutdown that may be
  applicable here, but the OpenVMS Wizard cannot be certain.)
