Galaxy TPIO configuration error?

The Question is:

 
I have an Alpha ES40 and tried to turn on galaxy.  I set all the lp's as per
 the console manual.  However after I did an init at the console and issued the
 Galaxy command I got the following error:  TPIO not configured on either
 partition do you want to c
ontinue.  If you say yes it never starts the second console.
 
What am I missing?
