The Question is:
How do I set up a queue(s) to send a text file from VMS to a fax modem
connected to an NT server? (Server, relay, LPR/LPD, TELNET)
Where is the device defined that points to the IP address of the modem?

The Answer is :
Information on configuring IP queues on OpenVMS is included in the
TCP/IP Services documentation, and the current TCP/IP Services
documentation is available at the OpenVMS website. (The FAQ has a
pointer.)
TCP/IP Services V4.1 is very old, please move to V4.2 with the current
ECO, or (better) please move to OpenVMS Alpha V7.1-2 or later and to
TCP/IP Services V5.0A and ECO.
Please contact a Windows NT Wizard for information on configuring
an IP lpd or telnetd to receive and process the incoming requests.
Alternatively, various fax modems have been successfully connected
directly to OpenVMS, assuming the necessary fax-modem software is
acquired and installed.
