Debugging JOB_CONTROL (JOBCTL) RWAST?

How to debug JOBCONTROL process going into RWAST state preventing further user
 logins?

  Assuming you have the current ECOs for OpenVMS VAX V7.1 applied, please
  contact the Compaq Customer Support Center directly for assistance.
  (Resolution will likely involve detailed debugging of exactly what
