XML/SOAP on OpenVMS?

The Question is:

 
I am in the process on investigating soap as a messaging mechanism between our
 unix, NT, and VMS hosts.
Are Compaq looking at implementing/supporting soap for VMS? As VMS related soap
 information is lacking.
