CAN UCX UTILITY FROM VMS 6.1 BE INSTALLED ON VAX SYSTEM RUNNING VMS 5.4?

The Answer is :

 
  Please check the TCP/IP Services Software Product Description (SPD)
  for the particular OpenVMS version requirements -- some versions of
  TCP/IP Services might function, some might not.  Without specifics
  of the TCP/IP Services version, no specific answer is possible.
 
  You will also need to consider the age of the OpenVMS VAX releases
  involved -- neither of these releases is currently considered supported
  (either with a standard contract or with a Prior Version Support
  contract), and upgrades to OpenVMS VAX V5.5-2 or to V6.2 or (better)
