DEFPA controller offline?

The Question is:

 
The DEFPA FDDI Adpater remains offline under OpenVMS 7.2-1.
(FWA offline) on an ALPHAserver 2100 4/275.
Its a DEFPA-DA Revision A02 FW 3.10.
The ReleaseNotes say supported since OpenVMS 6.1.
Need Help!

  Ensure the current SRM firmware and the installation is per the provided
