The Question is:
We have a 3 node Alpha Cluster and need ANYTHING that will help keep our system
clocks in sync between the 3 nodes. We tend to run 2 to 5 seconds off in just
a few days. Our application stores transactions with timestamps, and we need
them to appear sto
red in the right order. We cannot afford to have all users use only one node
of the cluster.

The Answer is :
The FAQ "TIME6. How can I keep the OpenVMS system time synchronized?"
section might be of interest.
The OpenVMS Wizard will assume that you are well aware that using the
time for this purpose is subject to a number of problems, not the least
of which are the potential of duplicate values (particularly with SMP
and cluster configurations involved) and problems around the daylight
savings time switchovers.
