Small buffer drops on antique TCP/IP?

The Question is:

 
I'm running version 2.0B of UCX and have a problem of small buffer drops.  I
 tried upping the small buffers using the command "ucx set
 comm/small=(min=45,max=300)" in ucx$inet_set_interfaces.com.  After a reboot
 Telnet was stopped so I went back to my pre
vious configuration.  Could you tell how to increase the number of small buffers.
 

The Answer is :

 
  Please move to TCP/IP Services V4.0 on OpenVMS VAX V5.5-2 and try this
  again, as the V2.0B product is woefully out of date and under-ECO'd.
