PC File Transfers to OpenVMS?

The Question is:

 
What is the easiest way to connect a PC to a Microvax 3100 Model 76.  I need to
 transfer text files from the PC to the VAX.

The Answer is :

 
  Via an IP network and FTP, most likely.
 
  Alternatively, there are tools to read PC floppies referenced in the
