The Question is:
How do you configure CDE for mulitiple head workstations ?
The Answer is :
The baseline hardware configuration involves simply installing multiple
(identical) graphics controllers.
The OpenVMS Wizard prefers to use DECwindows Motif for multiple-headed
configurations, as DECwindows CDE and its desktop design tends to assume
a single head is present -- customizations to the background menu and
explicit specifications of SET DISPLAY and such are required for use of
the second head.
With DECwindows Motif, the file DECW$MWM_RC.DAT is used to set up the
menu available on the displays.

see the SYS$STARTUP:DECW$PRIVATE_SERVER_SETUP.COM and the .TEMPLATE files.
