FTP and file versions?

The Question is:

 
TCPIP ftps seem to create a version ;1 even when there is higher versions while
 ftping from a windows 95 pc to Openvms using TCPIP v4.2 eco2
 

The Answer is :

 
  This would appear to be a bug.  Please apply the current ECO for the
  V4.2 release, then contact the Compaq Customer Support Center if the
