Oracle processes looping at LOGINOUT?

The Question is:

 
We have a problem with Oracle 7.1.3.2 noninteractive processes hanging on exit
 in loginout.exe periodically. They will stay with way indefinitely, sucking up
 CPU until discovered and terminated with a stop command. Is there a patch that
 I may have missed
for this problem, or do you think it's really a problem with Oracle?

  Please check with Oracle for assistance, as the OpenVMS Wizard would
  assume they are rather more familiar with instance(s) of this problem
