Help Configuring TCP/IP Services?

The Question is:

 
I have OPENVMSV6.1 on a VAX4000VLC.  I have installed TCP/IP Services for
 OpenVMX(UCX3.2). I need to transfer files between the VAX and a PC running
 Windows98. I've connected THINNET between a NIC on the PC and the port on the
 VAX.  Can you explain what I
 need to do next? I think that FTP can be used, but I don't know how to set up
 the IP address first, or whatever else is necessary.  Can you help me?

  Please first get to TCP/IP Services V4.2, then please skim the TCP/IP
  documentation for details of configuring TCP/IP and then enabling FTP
  and/or (if you have a PC NFS client) the NFS Server.
