Intermittent telnet (network) problems?

The Question is:

We are running Open VMS on a Digital Alpha 4000 server.  At times users are
 unable to connect to the server via telnet, other times it works just fine on
 our TCP/IP network.  When I am unable to connect to the server via a telnet
 program (the error I reci
eve is 'connection timed out'), I can still ping the server, so I know I have a
 good network connection.  It just seems that the telnet port refuses
 connections sometimes.  Any suggestions you can give will be greatly

The Answer is :

  This problem could be caused by most anything from a software problem
  to a network problem to a DNS or server problem to a hardware problem
  to a telnet client problem.
  Please contact the Compaq Customer Support Center, as rather more
  information will be required in other to localize and resolve this.
