DECevent automatic analysis still running?

The Question is:

 
I have Decevent 3.1 Installerd on a two node Alpha 4100 Cluster running OVMS
 7.1.  After running the DecEVENT$startup and trying to start diagnose I keep
 on getting the error message _DIAGNOSE-FAT:  Automatic analysis is still
 running. Please shutdown and
 reissue command..
%SYSTEM-F-ABORT, abort
 
What can I do to get arounf this.

The Answer is :

 
  Please first try the DIAGNOSE command from a fully privileged username.
 
  If that fails, please contact the Compaq Customer Support Center for
  assistance in diagnosing and resolving this problem.
