Problem connecting to DECnet-Plus node?

The Question is:

 
We're using DECNet OSI on a VAX workstation. We can't reach this workstation
 from an Alpha Server with DECNet Phase IV. How can I configure a DECNet Phase
 IV address on a workstation with DECNet OSI.
