Proxy support, options, for FTP?

The Question is:

 
How can I COPY/FTP without having to specify an access control string e.g.
 without specifying username and password?
COPY via DECnet relies on a proxy if no access control string is specified.
 TCPIP has a proxy database too. But does not appear to support FTP according
 to the help.
 

The Answer is :

 
  Use anonymous FTP, or specify the username/password, or use DECnet-Plus
