Adjusting ARP Cache Expiration?

The Question is:

 
Is there a way to set the arp cache expire below 1 minute?
 

The Answer is :

 
  The OpenVMS Wizard is unaware of any supported way to accomplish this
  task, as the SET PROTOCOL ARP command is now obsolete.
