Assuming you are refering to accessing a FAT-format floppy from
OpenVMS, please see the OpenVMS FAQ.
Assuming you are refering to network access to a PC system via
FTP, that usually involves an FTP client on the PC and an FTP
server (part of TCP/IP Services or other IP package for OpenVMS)
and pushing the file over. Please see the IP FTP documentation
for the particular IP package in use.
