The Question is:
I was given a multia alpha system. The hard drive is wiped clean. What software
kits or files do I need to be able to load an operating system on it? Is there
a license that I need to purchase? I have access to a hobbiest license
provided by DECUS but I'm
not sure if it has all that I need to load VMS or any other operating system.
Could you indicate what steps I need to take to get started?

Start with the available OpenVMS Installation and Upgrade Manual
and the CD-ROM kit available with the OpeNVMS Hobbyist license.
