Ethernet Controller Does Not Work?

The Question is:

 
I have just install a second ethernet port to my VaxStation 4000-90 (the turbochannel sets of cards). When i am at the ">>>" prompt, the sh config gives me "TCA  OK" and at the ">>" (TCA prompt)  the " test tc0 config" command gives me no e
see the ethernet address. After this i booted the system and i noticed that i now have a ECA0 when i do "sh device". I tried to configure in DECNET and in LATCP but it does not work. I did this job on another system 4 years back but i don't remember havin
g this kind of problem.
 
Can you tell me what is wrong or what am i missing?

The Answer is :

 
  Given your reference to ECA0, the OpenVMS Wizard will assume that
  this configuration is using DECnet Phase IV.
 
  Please define "does not work" in detail.
 
  Routing, or end node?  (If you need more than one circuit active
  at a time, you need a routing license.)
 
  If the error is IVADDR, please see the HELP/MESSAGE text.
 
  Please contact the Compaq Customer Support Center for assistance.
