Converting to RTF? (take II)

The Question is:

 
What are the options that can be used to convert a text file to RTF using
the convert/document utility with an options file?
 
 

The Answer is :

 
  At present, none -- the OpenVMS Wizard is not aware of any
  currently-available RTF converter for the Compound Document
  Architecture (CDA) environment.  Various discussions around
  this have been and are being held, particularly given the
  difficulty in acquiring the CDA converter libraries via means
  other than the set of converters included in DECwindows.
