Modems, hangup, and DECserver settings?

The Question is:

 
My modem  connect  to DECserver 90 ,
sometimes , when we hang up  the modem from other  PC,
the DECserver down , Do we have something wrong in setting ?
or something else ?
 
another stupid question , how can I recover the server ?
