Skewed system time after reboot? (NTP?)

The Question is:

 
Various AXP systems ( DS10's and AXP800's ), all running VMS 7.1 with
patches on VMS. Mixture of UCX and TCPIP. All running NTP.
One system with UCX  ( UCX$NTPD;1   UCX V4.2-21 ) looses 2 hours on each
reboot. All other systems time seem to be OK while running and on reboot.
This problem is not Y2K, as it started happening in Dec 99.
Do you have any ideas.

  More than a little contextual information -- timezone settings
  such as SYS$TIMEZONE_DIFFERENTIAL, daylight savings time settings,
  NTP logs, DECnet-Plus DTSS status, etc -- will be required here.
