OpenVMS Alpha DCLCOMPLETE?

The Question is:

 
Hi !
i'm looking for the VEST toolkit.
in fact, my problem is, that i can't compile the source code for freeware
DCLCOMPLETE on the Alpha, and i'm trying to find a solution, because it's
very handy.

The Answer is :

 
  VEST is part of DECmigrate.
 
  Applications requiring CMKRNL privilege -- requiring kernel-mode system
  access -- are very unlikely to successfully translate using DECmigrate
  or other tool.  DCLCOMPLETE requires CMKRNL, and uses supervisor,
  executive, and kernel modes.
 
  For Freeware questions and assistance for cases such as this, please
