Advanced Server and disk quotas?

The Question is:

 
Server: OpenVMS 7.2-1/Advanced Server (pathworks)
 
Clients: Win95/98/NT40
 
Wondering why clients can override the diskquota
set on VMS when writing to personal and shared
drives - any solutions???

The Answer is :

 
  Due to technical issues, disk quota enforcement is not supported in the
  PATHWORKS V6 nor Advanced Server V7.2 products.  At this time, there is
  no known viable technical solution that will permit the necessary disk
