Why is TP_SERVER using so much CPU?

The Question is:

 
Why TP_Server is taking to much CPU! System is hosting oracle8 database!

The Answer is :

 
  Please contact the Compaq Customer Support Center directly for
  assistance -- this question is sufficiently terse and open-ended
  as to be impossible to answer.  (This CPU load could be entirely
  normal for the local database activity, or it could be an indication
  of a problem with OpenVMS or with the Oracle8 database.)
