On-line and standalone BACKUP requirements?

The Question is:

 
What we've been doing when doing image backup's is
1) shutdown system
2) boot off standalone (VAX) or CD (Alpha)
3) do image backup
4) boot system
Are steps 1,2 and 4 actually (still) necessary for a fully functional image
backup?

The Answer is :

 
  For system disks and for any other disks that have files that are
  perpetually always active, yes...  The interlocks that the BACKUP
  qualifier /IGNORE=INTERLOCK will ignore were implemented for a
  reason, and ignoring the interlocks can and should be done only
  with an understanding of the implications for data inconsistencies.
