Forced device deallocation?

The Question is:

 
how can i deallocate a disk drive that is allocated to a non-existent
process?
 
 


The Answer is :

 
  The usual approach is to force a crashdump, reboot, and provide a
  copy of the crashdump to the Compaq Customer Support Center.
 
  This condition should not arise on OpenVMS, and would point to a
  low-level problem with OpenVMS or with a local device driver.
  Please contact the Compaq Customer Support Center for assistance.
  Expect to be asked the particular symptoms involved, the particular
  device(s) involved, the device firmware revision (if applicable),
  the particular system configuration, for any assistance in duplicating
  the sequence leading up to the error(s), and for the ECO kits currently
  applied to the system.
 
  Device deallocation tools have been available (particularly for tape
  drives on older OpenVMS VAX releases), but these and similar tools
  should be used temporarily -- pending a fix.  Use of these and similar
  forced-deallocation tools can be perilous at best -- the OpenVMS Wizard
  does not recommend any dependence on these tools.
