Documentation of Privileges?

The Question is:

 
Somewhere in past documentation I have
seen a description of what each privilege that can be granted to a user
does.  Where can I
find this information so that I can print a copy.
(Like a detailed description of what "oper" allows.  I need a description of
each privilege that I can give a username.  Thanks.
 

The Answer is :

 
  Please see the OpenVMS Guide to System Security, available at the
  OpenVMS Website.  Specifically, please see appendix A (this from
  the V7.2 version of the manual) for details of the privileges.
 
  You will want to consider the classes of privileges (eg: such as
  "ALL" or "DEVOUR"), the trustworthiness of the particular user,
  as well as the competence of the particular user, when considering
  the issuance of privileges.  (eg: Any privilege considered to be
  "ALL", for instance, can be used to acquire any other privilege.)
