Patches available in Europe?

The Question is: 

How I can have an acces to patches having a contract
and working in Europe ?
Local dec Support answers that reserved to US only !
Is it true ?

The Answer is: 

    I am not sure I understand the question.  Patches are available world
    wide through your Customer Support Center.  You might want to talk to a
    local Manager or contract administrator.

    You can also access some patches over the Internet in the public area
    using www.service.digital.com or ftp.service.digital.com.
