Security: WordPerfect & captive accounts

The Question is:

We are trying to use WordPerfect as the default editor in
VMS mail.  It works fine with non-captive accounts, but
we keep getting the %MAIL-E-CAPTIVE message with captive
accounts.  Are we running into a security measure of VMS
that can't be changed (presumably not being able to spawn
an editor)?

The Answer is:

                            -< UAF> HELP ADD /FLAG >-

   The account(s) in question appear to have been set "CAPTIVE" in the
   system authorization file (UAF), and CAPTIVE accounts are not allowed
   to SPAWN.  Check with the system manager for information on why these
   usernames were set "CAPTIVE".

    see the SYSGEN parameter SECURITY_FLAGS to revert to pre V6.0 behaviour
    (not recommended).
