how do I make an 8-bit telnet connection

The Answer is: 

   You will want to contact the local site administration staff and
   see what is possible at your site, and what software is installed
   at your site.

   Depending on how I interprete your question, this could be as
   simple as "SET HOST/TELNET/TERMINAL_TYPE=VT400", depending on
   what IP software package is installed, and what OpenVMS version
   is in use.
