Problem VESTing dumper

The Question is:

Where can I find a AXP version of dumper program.
dumper read TOPS 10 backup tapes.
I tried to VEST dumper.exe from DECUS tape (VS0097)
but I get "error parsing 'BINARY' "

The Answer is:

    You should be able to VEST dumper.  You don't provide much information
    about the error, but "error parsing 'BINARY'" sounds like a CLI error
    that would indicate the DCLTABLES do not include the command qualifier
    for the current image.  That would not be a VEST problem.
