Language: Application in chinese

The Question is: 


We have a large legacy application that must be translated
in chinese. How do we go about doing that ?

The Answer is: 


   Various asian-language versions of OpenVMS are available.

   Without examining the design and implementation of the application(s),
   it is not possible to make recommendations.  I suspect some consulting
   services will be required.
